Public Participation Guidelines
Who can attend?
Hearings are open to all registered stakeholders. Space may be limited for virtual events, but online participation is fully supported.
Who can speak?
Speakers are selected from registered attendees based on expertise, sector representation, and advance submission of written testimony.
Can organizations participate?
Yes. Organizations can send official delegates to represent institutional viewpoints.
Can comments be submitted later?
Yes. The written testimony portal remains open for 7 days after the conclusion of a public hearing.
How are hearing records used?
Records are transcribed, synthesized for emerging themes, and appended as official evidence to the final State of Kashmir Crafts report.
How are findings validated?
Draft findings derived from hearings go through a Validation Round before final publication.
